You can. Find a wild dog, walk into it and it will get your scent and follow you everywhere. Then you can interact with it, tell it to wait, follow, or go home. If I recall correctly there's a dog near Solitude if you're heading to the Thalmor base... Nightwatch? I'm not sure if that's the right name, but it's the quest where you free the Stormcloak soldier.
