For those that still care about this game in some way, I saw a bunch of info about the game on GoNintendo. It's about the game in general so I would think it applies to every version. I'm basically copy/pasting the info and it'll be a lot of info so be prepared.

"When you're promising a player that they can hack everything and express themselves, they expect the result to be there. A complicated game that is broken is no more acceptable than an easier one that works."
- a mission requiring you to enter a building site involves hacking a series of security cameras
- eventually you'll need to gain control of a camera that lets you zoom in on a particular security guard’s face
- this is done so you can hack his phone for the password to the security gate
- hack things like machinery to create distractions
- overload circuitry to create deadly explosions
- you can also hack things while driving, including barriers on the road
- multiplayer allows you to race cars with other players
- you can also do missions in multiplayer, including tailing someone for cash
- earn money by completing missions or stealing it from other people
- use money to buy various weapons
- you can also pick up parts and chemicals and combine them into bombs and other useful items
- as expected, the police will come if you start hurting people with your weapons

"We were trying to validate the hacking part of the game. How can we make these dynamics? How can they help the players in all these contexts? We did that before shooting, just to make sure we had something that we could build a game on. Then the rest, I guess, everything came after that.
We were definitely trying to have something unique in the second-to-second, minute-to-minute game. To build a new game, you have to have something that's fresh. For us, it was a huge challenge, to make hacking a problem-solver. We have to make hacking as effective as shooting. If we succeed at that, if we make players think, I'm better off if I use this, that was the challenge. Some hacks are so extravagant. How do you make that help you, but not remove the fun, the tension? If it's just a win button, then it's broken. That was a huge challenge.
It's a weapon, but it's also a tool to be a ghost. If you have to go into a compound, you don't even have to go in physically. You can go and use the cameras, distract the guards, solve a problem, and get out. It can be its own gameplay. You're playing with the game systems and creating your own kind of story. That's why the skill tree is important. You're exposed progressively to all these effects. The more you understand how they work, the more you can play subtly.
Aiden is an antihero. He lives in shades of gray. But as a player you can be the bad guy. You can be that dangerous person, or you can be the vigilante. If you see a crime, if you see something that's going to happen, then you make that choice. We just let it be free for you to interpret and make those calls." - Belanger
"It takes a while to understand where Pearce is. This is a guy with a lot of rage. We're not asking the players to fall in love with this guy right from the get-go. We're saying, okay, you're going to have to get a sense of who this guy is. His goals are noble, I think. But for sure, his methods are questionable. I think he's more driven by, I **** up.
