It may still not be perfect, but it's still better than just K:D rate. You do need to be able to score more from playing more if you can keep your K:D rate. Think about how much B has actually played. It's 4 times as much time he spent gaining the same score assuming he had the same KPM which he most likely didn't because of his number of deaths. If you find it unfair that someone who played that much more than A is merely ranked equal to him you are basically rooting for a system where a player can get ranked first instantly after 5 minutes because he are technically better. Rankings do not just work like that, you do have to work a little for it. This multiplying system completely solves the issue you put at hand earlier saying even a guy getting 50-49 scores (or something like that) could get ranked in the end because with the amount of points others get for having a better K:D rate makes it impossible even if he plays 24/7, he won't even get remotely close.

Yes that person who never play scores better. Big deal. If he can't keep the K:D rate up in the future then he will never score enough to be ranked high. It's the same as if a top ranked player with a 3:1 rate and 60,000 kills suddenly getting a 20 kill streak. It won't mean he suddenly is #1 like with your only K:D system. He will still need that 3:1 rate for the future 60,000 kills to get there. Right now he's way behind. In other words i didn't want him to score worse than with MoH scoring system for having an impressive K:D rate at a low score, i wanted him not to get instantly #1 and see the entire top10 being people who played the game for 1 hour or less. Of course he should still score higher than people who has played equally little with worse ratings.

If you want it to be even more in the high K:D advantage then sure let's start also dividing with your DPM, and multiplying with your KPM as well or something. But you do need some way of making the rankings actually having some flow, and K:D has zero flow (and people who wants to rank high are even better off just resetting their score when they drop). If it's that important for some people to just play for having the highest K:D rate however (which should easily still automatically rank them extremely high) then making that stat and be able to rank people after that should still be possible as it is with MoH with many different stats, but it should not be the main ranking system. Another thing i mentioned in the first post was weekly and monthly rankings. Seeing as you are seemingly so interested in rankings showing who's better RIGHT NOW you might find this to be a good idea as well.

I already said it may need some tweaks still, but it's infinitely better than basing it on K:D, and that's actually all i wanted to do with this. Quickly giving a system that would be better than basing it off K:D. Feel free to find a better system (like chess ratings or something perhaps...) i cba, i'm just criticizing bad ideas. I'd rather even have MoH system than K:D system.

Edit: Alright one tweak to my system here. It's the bigger number in K:D that should be the ruling number when multiplying. Just to make people with negative scores rank higher if they have more kills instead of a guy who basically only having deaths keep floating around the 0 score. No influence on the positive end of scoring.
Put in another way:
Positive score = multiply with K/D
Negative score = Multiply with D/K
