Admins/mods can ALWAYS control all topics regardless if they are stickied. So if there is an issue, we can address it. However we cannot remove the ability of a poster to lock/edit/delete their own threads even if they are stickied without completely removing that ability from everyone and for all threads.
The only way to take their power over their own topic is to start and new topic and merge the two under the new topic. However it would be a nightmare for the mods/admins to have to do that with every stickied topic just because of a small possibility that the topic creater will do something to it.
The better solution is the one we employ now. And that is let the topic creater still have the abilities to do what they want with their thread, but if they do something disruptive in a thread that is popular and stickied and important to the community, an admin/mod can fix it. It is better to fix a few problems than proactively have to mess with EVERY stickied thread.
And if the TC still causes problems after an admin/mod has fixed it, they can be punished via ban or suspension.
But don't worry about it too much because there is nothing that a member can do that can't be undone by an admin. We keep a log of every single post and edit that can't be affected by the users. If you think a popular stickied thread was negatively affected by the topic creater, just email and admin or a mod and we will fix it. Simple as that.
